Honestly I think people are making way too much of the dance itself because the bigger story is how quickly football turns into a theatre show the second someone does anything even slightly provocative, Belgium score, the cameras catch a bit of mockery, and suddenly everyone is debating intent, respect, politics, FIFA, all of it, when half of the fun is just that it is a daft celebration in a daft sport and if you are trying to read some massive meaning into every gesture then you are probably the one missing the point, the lads were clearly up for it, the crowd probably loved it, the other side probably hated it, and that is literally the whole point of a celebration like that
