The Netherlands led inside seven minutes. Ellyes Skhiri turned a Denzel Dumfries cross into his own net in the third minute, and Brian Brobbey added a second four minutes later, finishing from close range after Virgil van Dijk headed on a Tijjani Reijnders free-kick.
Hazem Mastouri pulled one back with a header from a corner in the 54th minute. Jan Paul van Hecke restored the two-goal cushion in the 62nd, again from a corner. Goalkeeper Aymen Dahmen kept the score down with several saves, and Hannibal Mejbri forced a strong stop in the 76th.
Hervé Renard offered a blunt verdict after his second match in charge. The 57-year-old French coach was hired last week, replacing Sabri Lamouchi, who was sacked following the opening 5-1 loss to Sweden.
"We were not at the level for this World Cup," Renard said. "This is clear. There is no discussion. It's a big tournament with very good teams, especially in this group. It was a very tough group. And now, the federation of Tunisia needs to sit down and analyse everything."
Renard said he had no regrets about taking the job. "I already spoke to the players, I thanked them," he said. "It wasn't easy. We have the feeling that football is easy when you're a player. But when you're in this type of psychological situation, it's not easy to tackle the last months, especially when it's against a very strong team in an amazing stadium, the crowd is packed with orange."
Goalkeeper Aymen Dahmen pointed to a lack of cohesion. "The group is still united. We only started getting to know each other during the March training camp. That is what handicapped us the most," he said. "We did both good and bad things in this World Cup. Everyone must take responsibility, not just the players."
Tunisia leave the tournament without a point, having lost all three group matches: 5-1 to Sweden, 4-0 to Japan and 3-1 to the Netherlands. It is the first time in seven World Cup appearances they have exited a group with three defeats.
The Netherlands finished top of Group F with seven points and move into the round of 32, where they meet Morocco. Japan took second on five points, with Sweden third on four after their 1-1 draw in Arlington, decided by goals from Daizen Maeda and Anthony Elanga.
